In order to have success with recall, you must put in the groundwork. Following through with daily reinforcement for coming when called will give you a solid foundation of shaping your dog to want to run to you, each & every time you call, regardless of environmental distractions.

I use an Acme Dog 211•5 gun-dog whistle in my recall training. This specific whistle is not as piercing and has a gentler tone for the dogs. 

On days when I am against the wind, and no whistle will be heard, I have taught my dogs the middle cue, using my stance as a visual cue. I stand with my legs set wide apart, and this cues my dog to come running into a stand between my legs.
